We have a click rate suggestion feature built into your control panel which will give you on optimal click bid rate for each keyword for your ads. If you set it to the suggested click rate, your ads will will be displayed more often in our network/partner websites.

No. Currently you can't transfer money from your publisher account to your advertiser account. Both accounts are maintained separately and inter-account operations are not allowed. It is a simple matter to maintain both a advertiser and publisher account if so desired.
